Councilman Thornwell of Tannoril is generally considered the worst of a very bad lot. No one knows where he came from or what he did before assuming power in Tannoril; he has simply always been there, a fixture of the town as grim and constant as the Reaper Clock that looms over the market square. Even the other Councilmen are afraid of him, and when Thornwell votes, no one votes against him.
The only business that Thornwell runs in Tannoril is the Incendarium, a series of massive ovens in which the town's dead are cremated. The sucking mud that surrounds the town makes it impossible to bury people according to the traditions of Calantyr, so in Tannoril they are cremated instead -- and when they are cremated, they go to the Incendarium. Rumor has it that the fires which burn in those gigantic ovens are not of this world, and some claim to have glimpsed foul and fiendish forms soaring upward with the smoke from their stacks.
Perhaps fortunately for Tannoril's already dismal fortunes, Councilman Thornwell is seldom there. His business takes him far and wide across Calantyr, and he can be found in the town that he nominally governs only three or four months out of the year. His returns to the town usually coincide with particularly bad plagues, famines, or other disasters.
