In the center of one of the wealthier neighborhoods in the Coeur, this tavern caters to the upper crust of the New City, but is accessible to people of all races and social status. The Empty Bottle has amenities of all sizes to ensure that no customer segment is left unsatisfied. An example of this are the gaming tables, which can be lowered or raised, with simple hand cranks, allowing both halflings and æsirs to enjoy the same facilities.

For a small additional cost, rooms can be rented that have hidden back doors leading out to the walled garden behind the inn, and meals can be delivered directly to the rooms by discreet servants. Although it is not unheard-of for these servants to be bribed for information afterwards, those who value their jobs at the Swan's Rest are infamous for lying to protect the patrons' identities.

One of the oldest inns in Coeur d'Ennui, the three-story Reed Piper is famous as a haunting ground for traveling bards and minstrels. Longstanding tradition holds that new songs, poems and acts must be performed in the Reed Piper for good luck before being taken out the nearby West Gate onto the road; similarly, new acts being brought into the city must be tested in the Reed Piper before being shown to wider audiences. Because it offers constant free entertainment and one of the best selections of local wines and ales to be found in Coeur d'Ennui, this is one of the most popular and crowded establishments in the city.
For the past twenty-odd years, the Reed Piper has been run by a woman known to all as Mistress Hopewell. Now in her late sixties or early seventies, Mistress Hopewell still has the bawdy sense of humor that served her so well in her youth, although at this stage in her life it's more nostalgia than anything else. A half-orc bouncer known as Durok is her longtime right-hand man.
