As ghouls are to humans, so Tannoril is to towns.
Long ago, when Calantyr was young, Tannoril was envisioned as playing a key role in the life of the budding nation. Magnificent buildings and grand colonnades went up around the central square. Enormous warehouses and towering lighthouses rose to meet the needs of the sea-trade and the navy that would keep watch against encroachments by the Tartessian pirates to the south. And all of it, within less than fifty years, fell into disuse.
Disease, corruption, and poor planning doomed Tannoril from the beginning. The nearby Saltmire plagued the town's people with constant parasites and sicknesses. The town itself proved to have been built on treacherous mudflats, into which the buildings have been slowly sinking since their first stones were laid. A succession of corrupt early Councilmen stole the money that was to have funded swamp-draining projects and the widespread planting of curative herbs, while neglectful Earls of the Tidemarshes paid little heed. The naval base moved west, to Coeur d'Ennui, and Tannoril was left to smugglers and thieves.
In the generations since, Tannoril has sunk steadily into squalor and decay. Its few remaining people inhabit the rotting corpse of a city built for a much larger population. The official count for Tannoril was one thousand, five hundred souls at the Duke's last census, but the real figure is probably twice that. For one reason or another, most of Tannoril's inhabitants have an interest in remaining invisible to the eyes of the law.
The town is now a hotbed of smuggling activity, with virtually no economic activity outside crime. The once-grand boardwalks are a maze of rickety, tangled planks and wood that are slowly sinking into the seas. The temples have closed for lack of congregations and priests able to keep up with the demands and despair of Tannoril's remaining townsfolk; the physical structures have mostly been rented to wealthy eccentrics or simply left empty. Alchemists and wizards engaged in dangerous or disreputable areas of study gravitate to Tannoril, where they are reasonably close to the amenities of the city and the protections of civilization, but outside the easy reach of any real law. The effluvia of their experiments pollute the waters nearby and contribute to the chronic condition of "redface" that plagues many of Tannoril's inhabitants.
Although the town is ruled, on paper, by the Earl of the Tidemarshes, the only real power in Tannoril is its ruling Council. The three most prominent of these are named [[Rashlen]], [[Sliris]] and [[Thornwell]]; all are rumored to be knaves if not outright criminals, though no one dares suggest anything of the sort where the Councilmen's spies might hear. Guard patrols in Tannoril are little more than bands of roving thugs in the pocket of one crimelord or another.
Perhaps the most pointed symbol of Tannoril's plight is the Rigg, a ruined stone lighthouse at the edges of the city. Once a beacon for ships in the night, it is now a tilting, abandoned shell of a building. Its last caretaker died a decade ago under suspicious circumstances after an argument in a tavern, and no one stepped forward to take his place.
__**Redface: **__ The foul-smelling vapors and toxic effluvia that belch up from the Alchemists' Quarter in Tannoril poison the air, earth and water around the town. Nearly all of Tannoril's inhabitants suffer from "redface," a skin irritation that leaves their eyelids swollen and their eyes constantly watering. Redface also causes an angry, itching rash to spread across the victim's face, scalp, and skin; scratching the rash often leads to scabbed wounds that itch even more. Fortunately, all but the worst cases of redface resolve themselves spontaneously if the sufferer can spend a week or so recovering in a cleaner environment; unfortunately, even this modest cure is far out of reach for most of the impoverished wretches who are doomed to call Tannoril home.
