Like the citizens that inhabit it, the men who make up the South Watch are common and motley. It is here that the ambitious and idealist make their home, and it is here that man and dream most often die. While the North Watch are apathetic out of necessity, the South Watch is more so out of weariness and lack of training. They are, generally, ill-displined, quick to be bribed and more or less ineffective at their nominal duties. It is more than mere rumor that every South Side gang has a number of informants among the South Watch, and the South Watch within every South Side gang. Loyalty is not presumed, merely bought. So long as chaos does not break out, the rest of the Guard is content and happy to let the South Side fester and rot. In the rare cases where a crime too heinous to ignore, or one that might have affected a prominent citizen has occurred, justice then is swift, brutal and blind. More often than not, however, raids are made on empty drug houses, informants are blind to smuggling rings and in the end, the guards collect their salaries, kick backs and are content to not bother to risk their health in the name of enforcement.
Although dominated by humans, there are a range of other races that serve the South Watch, generally reflecting its inhabitants there. The higher ranks are more likely to be humans and also more likely to have gotten there by actual adherence to duty and passion. As a general rule, they are defeated men who have no recourse or means to correct the situation or reprimand the men who serve beneath them. Still, from time to time, gains are made, justice is done, cigars are lit and as the smoke curls into the sky, all returns to as it was.
