Even in Tannoril, the election of a goblin to local government caused considerable consternation when it happened -- but only in Tannoril could that goblin have clung so ruthlessly, and bloodily, to power. Councilman Sliris has been a fixture of Tannoril's government for over a decade, and he shows no signs of stepping down soon.
Sliris began as a leader of orcs and half-orcs who worked the town's muddy, filthy harbor. Unlike the human longshoremen and dockhands, Sliris' orcs were able to withstand the festering conditions that felled so many others with disease. His organization quickly came to dominate the blighted town's seaborne smuggling, and Sliris became very rich as a result.
A few years later, Sliris used his money to make a run for Tannoril's Council after a highly suspicious "accident" befell one of the older Councilmen and opened a spot for the goblin. No one doubts that Sliris bought his position: he simply bribed the other Councilmen to rig the election for him as they so regularly did for themselves. Once he had his chair, he used the muscle of his orcish workers to defend it. For the past ten years, Sliris has been wielding his political power to maintain a deathgrip on Tannoril's docks. The goblin is generally believed to be the wealthiest person in Tannoril, and some say he might have more money than the Earl of the Tidemarshes.
