Neverhope Asylum
The Neverhope Asylum for the Insane stands half a mile from the blighted town of Tannoril, located on a low hill ringed by a fence of twisted iron spikes. The original structure is a relic of more hopeful days, when the town's diseased and deranged were cared for by priests of the goodly gods. Today it is a nightmarish place, half shuttered and half overcrowded, where a skeleton staff tries to control a violently insane population of inmates that is grossly disproportionate to Tannoril's small size.
Originally dubbed the "Everhope Asylum" by its founder, the Athyrian priest Belliar of the White Rose, the asylum was colloquially rechristened "Neverhope" generations ago. Few now remember its original name. Belliar himself died as an inmate in his own madhouse, having lost his sanity to decades of isolation among the lost souls of Tannoril. Several subsequent wardens shared similar fates; there seems to be something about Neverhope that erodes the psyche of those who spend too long within its walls.
The current warden of the Neverhope Asylum is Terovist Clawstaff, who along with only four permanent staff members must keep order in a population of over two hundred inmates. This critical shortage of help has forced Terovist to rely on some of the "more stable" inmates to help out -- but since some of those consigned to Neverhope are likely saner than those who choose to work there, this may not make much appreciable difference.
Most of those sent to Neverhope never return -- unless one of the Councilmen takes an interest in their cases, that is.
