The existence of a Temple of Kliasta in Coeur d'Ennui is denied by government officials and probable members alike, but no one with any acquaintance of the underworld seriously doubts that it is there. Where it is, and who belongs, are rather less certain; but the Kliastans are a known presence in the city's underworld, where they are feared and shunned for their disturbing fascination with pain.
The Temple is divided into "Outer Chambers" and "Inner Chambers." Members of the first group include casual sadists, part-time submissives, and others who like to dabble in the Temple's practices but are not so hard of heart that they could participate in, or be trusted with knowledge of, its deeper depravities. The Outer Chambers also include those members who are deemed indiscreet or unreliable by the leadership, and who therefore cannot be allowed access to any sensitive information. Since many of those drawn to Kliasta's faith are less than stable, the Outer Chambers are by far the larger part of the Temple's membership. The Temple collects funds from these members, and often uses them as unknowing participants in unholy ceremonies, but they do not know where the physical structure of the true Temple is located (many, indeed, are led to believe wrongly that the Black Cat Club near the city's docks is the true Temple) and they do not know the identities of its core membership. Many do not even know that what they do brings them within the orbit of the Kliastan faith.
The Outer Chambers also include the Black Cat Club and its employees. This establishment, located on Landlovers' Lane in the city's south side, is infamous as a den of vice and depravity. It offers fully equipped cells for patrons to play-act as torturers (sometimes without much "play" to their activities) and operates as a brothel where the employees give up their bodies for pain more than pleasure. Most people mistakenly assume that the Black Cat Club is the focus of Kliastan activity in the city, and most actual Kliastans are happy to let them.
The Inner Chambers are comprised of the Temple's true dedicated: priests, paladins, and devotees who are both faithful believers and trusted by the leadership. This is a very small number of people, perhaps as few as twenty to thirty in the entire city. In general their identities are closely guarded, although a few have attained such power that their allegiances are an open secret in the Coeur's underworld; among these are [[Fealoke]], [[Liante Liante Melyanna]], and Vaiyad Ashtree. Members of the Inner Chambers who show any tendencies toward apostasy are swiftly eliminated as security risks.
Above the Inner Chambers is the ruling Circle of Eight, headed by a half-elven priest named Imarion. This group sets policy for the entire Temple, assigns tasks to its operatives, and watches over its members for signs of betrayal. For the most part, the leadership in the past few years has been content to maintain the status quo, keeping a low profile but making it clear to the city government and the goodly temples that the price of peace in the Coeur is leaving them alone.
