There are few citizens of Coeur d’Ennui more universally despised than the Maolite known simply as Jophiel. While insanity is a common threat to power-hungry groups, the Jophiel-led Cabal of Thirteen defines itself exclusively by this disturbed irrationality. What little is known of the Maolite's personal life is found somewhere between his crazed reputation and conflicting rumors from self-proclaimed experts. He may have crossed paths with the Neverhope Asylum (as committed or warden is unclear), witnessed the defeat of Maghredan firsthand, or just be one of a succession of Maolite leaders serving as the Jophiel.
Whatever truth exists in these and other rumors, it is obvious that the man, or men, who has gone by the name is at least competent enough to avoid apprehension. His incomprehensible tasks, usually revolving around disjointed plots for destruction and conquering, are regularly disrupted by law enforcers and ne’er-do-wells alike. Jophiel never involves himself directly in any mission and only ever meets a small collection of his most devout followers at irregular intervals, cloaked under magical and physical masks.
Scholars debate whether Jophiel is actually mad at all, referencing exceedingly rare texts credited to the same penname. These coherent writings center on obscure points of interest in the city with uncomfortably-intimate detail and clarity. Perhaps the most chilling notion of Jophiel is that he, the elusive leader of a pack of undeniably dangerous wizards and priests, may not share his followers’ self-destructive impairment.
