Throughout its history, the Guard has experienced waxes and wanes in power and influence. At its conception during the lawless coalescence of a small fishing village into an urban center it was little more than a few weary men with copper badges and cudgel. At present it has become a significant and sometimes fickle player in the politics of all facets of daily Couer life, from the high born to underworld. Not in the truest sense a military organization, the Guard does have most of the trappings of an army. It is led by the Guard Commander who reports to the Duke directly. Beneath him, three Guard Captains oversee each of the three branches of the guard and operate in a more or less autonomous manner. There is great cooperation among The Guard and also just as much jealousy, petty plays for power, hoarding of resources and internal bickering.
The Guards themselves are as varied as the denizens in the city they protect. Rich and poor, bastards and lords alike toil beneath the banner of the Duke for glory, justice or just a passable living. The South Watch tends to be filled with the lower classes, and dereliction is more common than dedication. The North Watch are much more professional and orderly, filled mostly with the sons of privilege. And the Wall Watch's gaze lies outward, hardly noticing if the city behind it went to flames. And even the Guard themselves fear the King's Men, a mysterious organization of shadowy and unseen servants who hear every whisper and torture out every hidden truth.

Although the Wall Watch is generally considered the most democratic of the institutions of the Guard, it was still unsettling to some of its more conservative members to have appointed a woman to sit at its head. Even among the Duke's courts there were rumblings of displeasure and attempts at changing the Wall Watch's mind. The Wall Watch itself was steadfast and adamant and, as they desired, Eil Hendricks took her position at the Guard Council table.
Like the majority of the Wall Watch, Eil is not a native to the Duchy, coming from the lands to the west where she had distinguished herself as a soldier. Exactly how or why the woman took to armor, is unclear. Somehow she found her way into the Duke's service, and at the end of her service, she retired to the Watch. She had not been there long before being nominated and confirmed as its Captain. There are suspicions about this quick promotion, but none of the bribes and whores sent to learn the tawdry truth to the matter could return with any truths.
