Devora's rise to leadership of the Silverpaws was more a result of innate wit, charisma, and forceful personality than personal power or expertise as a thief. Those who recall her apprentice days say that she was a mediocre pickpocket at best, prone to talking to her victims and blowing her approach before remembering to make off with the prize. She got bored too quickly to master the forger's patient art, disliked violence too much to be a good mugger, and often said that people who volunteered to put their hands into traps were flat-out crazy. It is, therefore, said that Devora had to become the guildmistress, because she was bad at everything else.
Despite an early reputation as a lightweight, she has proved quite adept at navigating the treacherous politics of the underworld. Devora remains an incorrigible gambler, prankster, and spendthrift when it comes to her own money, but she is surprisingly careful with the Silverpaws' funds. Though she continues to avoid personal involvement in violence, she has no such qualms when it comes to giving her underlings orders, and after a few bloody incidents when Devora first came to power, no one now doubts that the Silverpaws will continue to defend their interests with force when necessary.
Under Devora's leadership, the Silverpaws have not only retained but expanded their position as the North Side's dominant underworld guild. She broke the Silverpaws' longstanding rules that restricted leadership positions to Andamen, a move that was initially unpopular but ultimately strengthened the guild by allowing it to make more attractive offers to talented non-Andaman recruits and opening leadership roles for more qualified non-Andaman members. She also cultivated connections in city government, for example by discreetly helping guard captains win promotion by arranging for crime to dip in their sectors immediately prior to their annual evaluations, with the understanding that the captains would return the favors later on.
Devora herself is not believed to be formidable, but she surrounds herself with people who are, and the upper echelons of the Silverpaws are more united behind her than they have been for any other guildmaster in recent memory. As much as such a thing is possible in the treacherous and tumultuous underworld, Devora appears to have won herself a stable position.
