The Cabal of Thirteen
[Priest or Streetwise 80+ Only]
The cabal of Maolite priests and devotees is a small group of madmen and fools seeking to gain power through the Lord of Madness located within the bounds of the city. They meet under one of the sewer grates of the city at fixed intervals--however, the location and date are determined by an formula incomprehensible to anyone but their initiates, divinely inspired madmen, and certain mathematical savants.

Each meeting is led by a bona fide priest of Maol, others in attendance rarely possess any divine power or skill outside of whatever they may bring from their public lives. These priest then meet on different nights with one of their three superiors to discuss their plans and perform the rituals required of them by their dread master.

The highest ranking priest of the cabal within the city is Jophiel. PC Priests of Maol will recognize the name, if not his face, for only the most trusted (NPC) priests meet with him. He is rumored to be human, though some whisper that he carries the blessed blood of a devil within his veins.
The current goals of the Cabal of Thirteen, the name of which has nothing to do with the number of members, priest or otherwise, are to collect funds and identify potential resources to direct to a loosely defined plan to conquer the world seated in the mountains to the North.
This cabal may serve as a connection for PCs into the Maolite clergy within the city. It is not the only cabal, though this cabal does not work in cooperation with the others.
