Light and Darkness effects

This information was previously written in the text of spells and magic items. We now have a general rule! Also, this now goes based on caster level and not spell level.

"Light and darkness effects"
Magical effects summoning bright light or powerful darkness are described as light effects or darkness effects. Light and darkness effects counter each other, with the effect with the highest caster level taking precedence. In the event of a tie, the most recently cast effect has priority.

Light and darkness effects would include Darkness/Light (Illusion 8), Circle of Darkness (Necromancy 4), and some stuff from the Divine list which will be changing very shortly. They would not include basic, Radiance-type spells, which merely provide light as a torch or lantern but do not qualify as a Light Effect.
